I would say CAC is a pretty complex area when it comes to IP, and especially VoIP. There are a lot of factors to take into account such as bandwidth for the negotiated mediastreams, number of mediastreams, number of concurrent calls just to name a few. Many of these type of policy based limitations basically requires that SDP information is understood by SipX. As far as I understand, this is partly agains the nature of the nice and powerful proxy based approach used in SipX.
