Anthony Minnesale brought a solution to the problem with:

after applying this, I saw that "first" TLS+SRTP call to IVR was successful.
After that sipXproxy became responseless. Restarting SIP Proxy service
generated a core file. (git head: 0a9ffa2c226d72a5b7e82341bb579e2d83933a44)
