When a call is put on hold, the phone doing the holding will place another call to the MOH server to get the MOH RTP stream. If there is 'no music on hold' then it is appropriate for the MOH server to hangup on this call or just stream silence or send no RTP at all. The current MOH design will indeed hangup on this MOH call instead of sending nothing. It does this every time. It is not appropriate for the held call to be dropped. They should just hear silence. --Woof!
