If sipX can't establish a reg subscription to the given URI, or the NOTIFYs from the subscription do not reveal a contact, sipXrls is supposed to send a SUBSCRIBE to the URI itself. (At least, that used to be the design.) If the URI is on a remote sipX system, one can subscribe to reg events on it.
