1.Restart the services, no go
2.Reboot the server, no go
3.iptable is not running
Hence discussed with George and followed the steps given by him:
service httpd restart
and see if UI comes back.
Alternatively check if you can access UI on port 12000 as
http://{server}:12000/sipxconfig/
Now the config UI is up and running.
