(added apachectl start to startup routine manually), rebooted system, apache is up.
add alias, within 30 seconds apache stops and does not restart... It appears there still should be a watchdog or monitor on apache (httpd) that calls apachectl to start if it is down... I do not see that on the issues list for 4.6.
