bind, ntp and dhcp should not be nec (although they once were). If you
got this info from some public instructions, let me know so we can
change them.  the others i assume are for you.

step 6 - not nec.

so httpd is running after reboot and before you make changes. This
must be true if you can get to sipxconfig admin ui to make changes.
So httpd is stopped only after the first set of changes?  if so, I'd
like more details around the sequence of pages, and forms you fill out
and submit.
