Just to wrap up this thread, I went ahead and built all the sipx RPMs (before I had only built sipxopenacd) and that worked to get the repodata files to have the correct references to all the files (even though I had already had all the files there previously). I could then "see" all the files in the repo from yum. Not sure what got out of sync or what not but anyway that is what worked.
