Just to wrap up this thread, I went ahead and built all the sipx RPMs
(before I had only built sipxopenacd) and that worked to get the
repodata files to have the correct references to all the files (even
though I had already had all the files there previously).  I could then
"see" all the files in the repo from yum.  Not sure what got out of sync
or what not but anyway that is what worked.

Yes its a little odd.  I do see some differences in size and content
between the xml files I have and say the main snapshot repository.  I
will try looking through them and see what might be going on.   Thanks!

That is strange indeed, yum clean?  repo creates an xml file, check that
it lists what you expect.
