[sipx-dev] src update for 4.6.0

I froze the db schema , tagged all source, changed version numbers.
You'll probably want to do a full rebuild and maybe even drop postgres
database.  Will do a full build and push to pub/sipXecs/4.6.0 then
post to users list w/appropriate caveats.
