Maybe I can help here: Todd, please check:

API classes
sipxecs/sipXconfig/web/src/org/sipfoundry/sipxconfig/site/PluginHook.java
sipxecs/sipXconfig/web/src/org/sipfoundry/sipxconfig/site/PluginHookManager.java
sipxecs/sipXconfig/web/src/org/sipfoundry/sipxconfig/site/common/Plugin.java

Examples of plugins:
sipxecs/sipXopenfire/config-plugin
sipxecs/sipXrecording/config-plugin
sipxecs/sipXprovision/config-plugin

Run make sipXopenfire or make sipXrecording and the plugins will be
deployed here:
share/java/sipXecs/sipXconfig/plugins:

openfire-cfg-service.jar
provision-cfg-service.jar
recording-cfg-service.jar
