My issue is reporting the same - /sipxconfig/app Not Found.
If I run service sipxecs restart it returns sipxecs: Unrecognized Service

it starts successfully but the status message comes up dead after it starts
if you query it.
It now says it is running after a repair but still getting:

if doesn't start, then try
