It wasn't clear there was an issue w/call park in your initial email: Paging group: Paging group works fine if I enable paging on Primary server only. And working on 4.6.0 latest build. I guess you left off the part where it doesn't work. My idea to reboot the phone was just a way to get it to clear it's local DNS cache. I suspect all the calls hitting that server are failing and results from your end appear like random phone failures.
