There is another case when I think we should allow password or pin to
be less than 8 or 4 characters - when you do a restore from a 4.4
backup - users may want to keep their passwords/pins, and in 4.4 pin
can be lass than 8 characters
We can reset the password and pin field to make it mandatory 8 and 4
char while importing...Once we restored with less than 8 char then whole
system will be less than 8 char except newly added user...So csv export
and backup will all can contain pin less than 8 char.Then no use of
security measures done in 4.6 that default char should be 8 and VM is 4...
