Then we should make Network Queue DB as mandatory service if RLS is
enabled..What's your opinion?

In the latest build Network Queue DB is not mandatory service if
RLS is enabled...I think some problem related openfire service because
user has monitoring services belongs to IM group...But in old build its
different behavior...
