If the phone (UA) itself has MOH it is customary to still hear MOH in that
use case, yes.

MOH can happen at several layers:

At the ITSP if it is provided (or enabled)
At sipxbridge for trunking
At the UA (i.e. Polycom)

Can you explain what it is you are trying to prove/unprove or test?
