Phone books and speed dials are actually independent features. For polycom they 
end up being generated in the same file and that's why bug in one affects the 
other.

Every phone has a "primary user": user assigned to the first line/account on 
this phone. Both phonebooks and speed dials are a user related feature (not 
phone related). So when generating a phonebook for a phone, sipXconfig checks 
who's the primary user and collates all the phonebooks for which this user is a 
consumer. Independently it finds a list of speed dials for that user and 
generates it as a part of the configuration.

I am guessing that a phonebook is always sorted alphabetically, while speed 
dials are sorted in the same order as in sipXconfig UI (speed dial page).
