I'm not understood , where should I look in sipx or asterisk configuration?
If this is not an error how we should configure asterisk or sipx for
compatibility?

Asterisk guys do not think it's a bug.

I've tried reporting it but they reply that the tag value SHOULD be  
the same for the second request but that does not mean that it MUST be  
the same therefore this is not an error to generate new tag for each  
request.
