We have an app that we use on our blackberry's to click to dial from a web page (dials the blackberry). We can also click to dial from a PC with the same app and it dials the phone via dialler.exe in windows.
We also installed the sip-tapi driver and can dial from any tapi enabled application (invite is sent to the configured line). In the sipx-dev version (3.11.6 right now i think), there is a click to dial from the webui of sipx, or at least you can copy/paste a number into a field and send the invite to the sipx system, which rings your phone to complete the call. So if your url is formatted as a: tel:// uri, then use the sip-tapi driver (see the wiki), and it will work, assuming you are using a windows OS on the PC anyway.
