I tried the "'sip:[EMAIL PROTECTED]" option and it is indeed the
functionality we need. Thanks for the information.

The second scenario would be the same as the scenario above except that
the voicemail prompt would be skipped. I clarified with colleagues and
that functionality is not critical for us.

I'm not sure that I completely understand the distinction between your
two cases, but the redirection you're looking for is available now:

For a given user 'xxx' whose full uri would be 'sip:[EMAIL PROTECTED]',
the address 'sip:[EMAIL PROTECTED]' should go straight to voicemail.
