You can absolutely route calls between them quite easily... Just set them up as individual systems and follow this wiki page: http://sipx-wiki.calivia.com/index.php/HowTo_interconnect_two_sipX_PBXs
The key is just in making sure that each site can resolve the other sites through DNS. I agree with Tony that TLS isn't do-able yet, and also, why need it on a private network? You could isolate even further with VLans if you'd like and limit access to those VLans.
