The major capacity limitation is the media server.  The conventional
wisdom is that a dual-core with 1 Gig can handle about 10 simultaneous
media server sessions.  (RAM is more important than CPU -- the media
server is memory-hungry and fails quickly if swapping starts.)  I would
guess that the quoted configuration can handle 4 to 16 times as many
sessions.  If it really matters, you should test it.

You have to be careful about sizing the media server -- some
organizations use voicemail very little, and the media server is
underloaded even with thousands of users.  But some organizations use
voicemail for everything, and a few hundred users can swamp it.
