Please open a JIRA issue, attach modified version of phone.xml and I'll see if I can contribute it for you. As for minutes/seconds issue - the best thing is probably decide on a single unit and recalculate when generating the configuration file. Again if you open an issue and provide specific info (param names) it should be an easy fix. It's been some time since this plug-in have seen an active development. I would happily move it to its own home and pass it over to someone who can handle simple development task. Contact me on sipx-dev list if you want to volunteer.
