are you saying that the phone doesn't issue a dhcp request when it is coming up unless its lease is expired or something? that is bizarre. i actually recommend you do a wireshark capture to make sure that this is what is really happening. are you sure you don't have something weird like multiple dhcp servers active on the same network segment? this is sometimes a problem with people enabling helper-address on cisco routers.
