you could try agilebilling, using the agilevoice part as it can access
postgresql directly.
also there is freeside, which has the same functionality. It may take a
bit to get them to work, but once there it is also able to rate calls
through plans and other things (both open source too)

You can configure the logging of call detail records, and the schema for
that database is public.
There are some simple reports based on that data available, but a real
