Are the lines registered when you send the config? If not, reboot them manually, and assuming they have the correct tftp or ftp information and can pickup the file, they should grab it upon reboot.
If they are configured properly and register, then they should "reboot" when a new config is pushed, unless you have something in the way blocking that (firewalls) between your handset and sipx installation. ***http://www.mail-archive.com/[email protected]/msg03787.html all it means is that your phone did not receive or did not acknowledge the notification that the new config is available for download.
