No, you can't manage such a system from the web interface. And because in version 4.0 the configuration files are regenerated by sipXconfig every time the system starts, it is very difficult to manually edit the configuration files and have the changes remain in effect. If you have a need for more than two servers, please file a "new feature" request in the issue tracker.
