Hello Gabor,

I have committed an attempted fix for this issue.  The test case to go
with it is in  test.unit.gov.nist.javax.sip.stack.DeliverNotifyBefore202Test.

I request you to test out jain-sip-sdp-1.2.93.jar  and let me know if
it works for you. You can find it on the jain-sip nightly build
repository.

If further debugging is needed, I would need a debug log with
TRACE_LEVEL set to debug for the stack.
