Is there a * code that can be dialed from a registered phone to call-fwd the line at the server level, without having to login via the GUI?

The short answer is No.

The problem is that the 302 from the phone can't be authenticated, so
any call that requires some permission to make (such as an outside
number) will fail (and then roll over to voicemail, if any).

The sipXecs-based forwarding allows the user to securely forward any
caller to anywhere that the forwarding user is allowed to call, but the
phone can only successfully forward to targets that require no
permissions.
