sipXecs is using even/odd convention to mark stable/developer branches. So 4.0 is on its way to be declared stable (once we fix all the blockers in sipXecs and sipXconfig), and 4.1 is the new features playground. The modification time does not really tell you much about the content: it's just the time of the last successful build on the branch.
