Given that you've told us almost no information, it's hard to guess. But in regard to the web interface not being accessible, I'd look in sipxconfig.log as well as the httpd_*_log files. Once you get the web interface going, the next thing is to check whether it says that all the server components are running. Once you correct those, if there are still registration problems, do the usual tracing of REGISTER requests to see what is going wrong.
