I got the impression that the program was Beta and being offered to pbx vendors right now to allow them testing and interoperability right now. Looking at the Skype site, they say it won't be offered until "later this year".
http://www.skype.com/business/products/pbx-systems/#productTop I think it might be good to ask this question in the sipx-dev list so any developer who has tested it can give you their impressions. I doubt there is a way to implement it without assistance at the dev level, if it is available to a user from Skype yet. I don't see anything in the tracker on it either. It might be as simple as setting up a trunk, manually without a template, but I'm sure a lot has to be done in order test the interoperability of features.
