Without any system monitoring information, it is hard to tell what is
wrong.  One thing I would check, though, is whether the new system has
enough RAM.  1 GB is the minimum recommended RAM for sipXecs.  Check
whether the system is paging.  RAM is much more important than CPU speed
or disk speed.
