You're missing the point.  If a call comes in from a PSTN (POTS) line 
into a PSTN<-->SIP gateway, the PSTN line MAY provide Calling Party ID, 
if that functionality is enabled at the exchange, but it WILL NOT 
provide Called Party ID as there is no standard for providing such 
information through a standard POTS line.  If that information cannot be 
provided to the gateway through the PSTN interface, then the gateway 
will be unable to provide such information in the "To:" field of the SIP 
INVITE.

The only way to get that info in there would be to set the gateway up to 
manipulate the "To:" field according to which FXO line the call came in 
on, but if you're going to do that, then you might as well just 
manipulate the "To:" field to point to the extension number that you 
wish to receive incoming calls.
