sipXconfig can easily upgrade database from 3.8 to 4.0 without a stop at 3.10 But DB is really just a small (and the easiest) part of the upgrade. The flexibility of DB upgrades is one of the reasons why starting with 4.0 we are trying to keep entire configuration in DB. That said: 3.8 -> 4.0 is probably rarely if at all tested. If you want to try it make sure you have safe backup and a good way of getting back to 3.8 and attempting one version at a time upgrade.
