Apparently, you cannot disable these settings on the routers, Just spoke
with Netgear, any suggestions of which routers/switches I should use
that are moderately priced?

Yes, Netgear implements a weak SIP ALG that breaks interoperability with
sipXecs, therefore you must disable it.  I believe that Netgear refers
to their SIP ALG option as SPI (stateful packet inspection) - look for
this in the Netgear config pages.
