Though you have to use sipXbridge to handle REFER with it, you can buy an Adtran Total Access 904 for under $1k and it has full SIP call routing capabilities including DID routing, number manipulation, etc. and one DSX-0 PRI port. Firmware updates are free. I use the Total Access 908e with a PRI connecting to a Nortel Meridian system and the call quality is very good. With a DSX port, you have to create or buy a T1 cable that will reverse the T1 crossover built into the device. Thinkgeek.com has some T1 crossover converters for something like $5
FYI the four analog FXS ports on the TA904 don't work well with sipX due to the whole REFER problem, but they might work through sipXbridge.
