I'm not sure this is a dev problem. It's more likely "how" you are trying to 
access the system.

Are you connecting to the sipx installation internally or from the Internet? 

If from the Internet, you need to forward both port 80 and 8443 (not just 
8443), and connect to the http:// (with nothing after it.).

If this is not the case, and you are connecting internally, either got to: 
http:// or
https://http://:8443/sipxconfig

What are you doing differently than the above?

I've noticed the following happens every time the server is rebooted. Perhaps 
developers wish to know about it. I installed from the 4.0.1. ISO, then updated 
which doesn't seem to have updated anything?
