It's not a problem of build frequency. We probably should publish 4.0 nightly builds (we used to publish nightly builds on release branches before) but we have never declared any builds as stable automatically, and I am against changing that. As Josh stated he does want (understandably) to move his installation to unstable build. Getting the latest on 4.0 branch would be just that.
