I'm wondering if you could create restrictions from calling one another via the dialing plan. For example - instead of being able to dial [2-9xxx] maybe one has [3xxx] and the other [4xxx] and so on.
You could set up separate trunk access for the different gateways. It's not a true multi-tenant, but working towards it.
