There are no known limitations to the number of BLF lists (monitoring phones) or to the number of monitored phones. There are some limitations on factors that we do not expect to be large: the number of contacts per monitored AOR and the number of dialogs that are active on any one monitored phone. Those two factors are limited to 20.
