The IM system lets you set your state, and alerts others using their IM
client to know your state. What it does not do is update other handsets. It
the new media server/voicemail engine has a scripting function, but again
then customer scripts would have to be written and implemented to: 1.
Receive commands via DTMF and, 2. Playback the proper responses to new calls
and divert.

What you said was that the phones did not have to be aware of the state,
which is correct, and the server does not have to have server based DND or
diversion, but it does have to be able to provide a server based script for
a handset to interact with BOTH a server based response mechanism and call
forwarding to new inbound calls for that handset. It also has to be able to
update the IM engine and the RLS server of the user status.

I think it is a good idea, perhaps posting your thoughts in the sipx-dev
list would indicate how much work or whether its already been discussed.
