It can't reboot the phone if you arte on a call. Its being reworked for 4.2
to not require a reboot.

log in as extension user, select 'speed dial', add user.
put in user, phone number (no dashes, etc)

FirstName LastName   xxxxxxxxxx

hit 'apply', then send to phone.
on cisco, it created a new SIP[mac].cnf, (and someone) causes the phone
to restart.

under the 'do no harm' or 'warn before you disconnect a phone' idea,
maybe that feature could be disabled for cisco 796x phones which can't
use it anyway.
(ok, so I was just curious)
