I thought about that option, but I want to keep it simple. If the circuit to one of our facilities is truly down, they are in bad shape and a bad mood. I don't want to complicate the process and force them to remember to use a different line if the circuit is down. These are not techinical people. They have no concept of a circuit, a circuit being down, and what that does or doesn't cause. The handset would generate 'dial tone' on primary line, so these users would have no clue they weren't supposed to use it.
