Well, what truly is a hardware based firewall but software running on a dedicated computer? It's not like a network switch VS a router where switching/routing in a switch is handled mostly in an ASIC vs. a router where it is done mostly in software.
ISA may introduce more latency than other solutions and the new version of it (TMG) may add more of that because of more bells and whistles. But if ISA provides some functionality you need that you can't get out of something like an ASA or a pfSense solution, buy bigger iron.
