Presence-based routing is working in recent revisions of 4.1.6 but it
needs to be enabled at the user or group level under Instant
Message->Show advanced settings->Voicemail on DnD.

The 'Voicemail on DnD' is the only supported IM-presence-based routing
feature we have for the release 4.2.  If checked, all calls received
when Do Not Disturb status is set through XMPP client are forwarded
directly to Voicemail.  None of your phones will ring.

There is another unadvertised feature that also works.  You can activate
an on-the-fly call forwarding rule by adding a tel: URI anywhere in your
custom XMPP status message.  So for example, if you have "At Joe's call
me at tel:[email protected]" as your XMPP status message, this will add
[email protected] to your existing call forwarding rules until you change
it.  As you can see, this is not for the faint-of-heart and isn't
something we'll officially advertize as a supported feature but it shows
another possible integration point between sipXecs and openfire.
