In case anyone runs into this, the fix in this case was that the time
and date on the Sipxecs server had reset and made the certificate
invalid. 

The error that I received when starting sipxecs is the same as this:

Setting the date and time to the correct setting on the server fixed the
error.

It was a basic setting that I overlooked.

Note: NTP is not used on this server.

Every time I restart the server, sipxecs service fails to start and
cites
that the installed certificate is not yet valid.

I go back through the appropriate steps here:

And am able to start the service.

Not sure what I'm doing wrong to have to keep doing this on every
reboot? 
Only having this problem on a new 4.0.4 server.
