You can create multiple gateways pointing to the same provider for this purpose.

To not have + in the beginning of 911 calls, can I create another gateway with all the same settings as the original gateway, but without the Dial Plan Prefix, and route the 911 calls through the new gateway? Is it OK to have to gateways with the same ITSP settings?
