It does not matter where the phones are registered. Where the phones
are registered has nothing to do with where sipXbridge sends the call.

The location where the RTP goes through is related to a selection
which is based on the relative priorities of the two servers.

If you observe the system over a very long time, the calls will be
distributed in the ratio of relative priority.
