See RFC 3261, section 13.2.1 for how offer-less INVITEs can establish dialogs.  
Section 14.1 (especially paragraph 1) shows how the same rules apply to 
re-INVITEs.

While it seems strange to send and INVITE that does not contain an offer, that 
ability is critical to "third-party call control" (3pcc) applications.  See RFC 
3725 for examples of that.
