I performed a upgrade from SCS 2.1 to SCS 3.0 (4.04). I experienced problems 
with the slave (distributed) server. 
The upgrade failed in the upgrade-setup phase where the slave try to get 
configuration from the master.

Digging a bit and looking at other posts I discovered there are some 
permissions issues responsible for the upgrade procedure fail. 
Unfortunately I cant find the post anymore but I want to notice what worked for 
me: 
 
On both master and slave servers change  permissions and ownership in those 
directories with the following commands: 

1) 
chown -R sipxchange:sipxchange /var/sipxdata/tmp/initial-config
chmod -R ug+w /var/sipxdata/tmp/initial-config

2) Send profile to servers, restart services  

3) repeat the upgrade-setup procedure in the slave.

4) Send profile to servers, restart services  
 
Now services on master and slave should work properly!
